Talent Attraction Leaders Europe & North America
Talent attraction is changing. It is no longer simply about making a place visible to internationally mobile professionals. Increasingly, cities, regions and countries are working on the conditions that make a move possible and a stay worthwhile.
This special edition brings together 43 places to watch across Europe and North America, alongside in-depth showcases of selected places and perspectives from practitioners and researchers.
It looks at how places are approaching international recruitment, migration, employment, housing, integration and retention, and what their different approaches reveal about where talent attraction is heading.
The edition also includes TPBO's analysis of the field, a look at current academic research and a read across five major global rankings.

Featured Place Showcases
The edition brings together 43 nominated places, with a number of them explored in greater depth. Alongside the two full editorial showcases of Brainport Eindhoven and Vilnius, the publication features contributions from Scotland, Gothenburg, Denmark, Greensboro, Ottawa and Cleveland.
Their approaches differ, but several themes run through the publication: making international mobility easier to navigate, connecting talent strategy with wider economic priorities, and paying more attention to what happens after someone arrives.
Insights
This special edition also looks beyond individual places. It includes TPBO's analysis of how talent attraction is evolving, perspectives from current academic research, and a read across five major global rankings to see what they reveal, and where they fall short, when it comes to understanding a place's attractiveness to international talent.
Together, these insights place the experiences of individual cities, regions and countries in a wider context and complement our series of practitioner views on the future of talent attraction.
For places already active in talent attraction, this special edition is a chance to see how others are tackling familiar problems. For those getting started, it provides an effective guide to the different ways this work can be designed.
Steve Duncan
MANAGING DIRECTOR, C STUDIOSWhat I find particularly valuable about this special edition is the opportunity to compare how different places are building the systems around talent attraction. We may start from different realities, but many of us are working on the same challenge: how to make the journey from first interest to building a life in a new place more connected.

INTERNATIONAL HOUSE VILNIUSThe aim of this special edition is not to identify a single model for talent attraction. It is to look at how places are tackling similar challenges from very different starting points, and what we can learn by putting those approaches side by side.
Dr. Florian Kaefer
PUBLISHER, TPBOBehind the Edition
Talent Attraction Leaders: Europe & North America 2026 was shaped with contributions from practitioners and places working on talent attraction across the two regions, and with the support of TPBO’s international expert community. The edition brings together different approaches and perspectives, offering a closer look at how places are responding to the changing demands of attracting and retaining international talent.
